Jointly Selected for the Space Strategy Fund (Phase II) “Accelerating Satellite Data Utilization Systems”

— Establishing Evaluation, Calibration, Validation, and Correction Methods to Accelerate Domestic Small Satellite Use —



New Space Intelligence Inc. (hereinafter “NSI”), the Remote Sensing Technology Center of Japan (RESTEC), PASCO Corporation (PASCO), Axelspace Corporation (Axelspace), and Synspective Inc. (Synspective) (collectively, the “Five Companies”) are pleased to announce that our proposal has been selected under the “Space Strategy Fund (Phase II)” solicited by the Japan Aerospace Exploration Agency (JAXA) for the “Accelerating Implementation of Satellite Data Utilization Systems Project — Development and Demonstration Environment for Satellite Data Utilization Systems (commissioned project).” The selection decision was made on March 13, 2026.

 

■ Overview

Project Title:

Establishing an Environment for Evaluation, Calibration, Validation, and Correction Methods to Accelerate the Use of Domestic Small Satellites

Implementing Organizations:

New Space Intelligence Inc. (NSI), Remote Sensing Technology Center of Japan (RESTEC) (Lead Organization), PASCO Corporation, Axelspace Corporation, Synspective Inc.

Project Period:

From the date of contract execution to the end of September 2030 (planned)


In recent years, as the development and utilization of small satellites have advanced, variations in data quality and accuracy caused by differences between satellites and degradation over time have become one of the factors hindering the broader use of satellite data.

To address this challenge, this project aims to accelerate the utilization of domestically produced small satellite data by developing methods for evaluation, calibration, validation, and correction, as well as by establishing an environment in which these methods can be effectively utilized.


Specifically, the project will focus on the following four areas of technological development:

  1. Development of a unified evaluation method optimized for domestic small satellite data

  2. Development of calibration, validation, and data correction methods to enable the integrated use of multiple satellite datasets

  3. Development of calibration, validation, and data correction methods to improve accuracy by applying techniques used for large satellites

  4. Establishment of a user environment, including the development and publication of guidelines for satellite data users and operators


Through these initiatives, the project will enable the effective use of satellite data based on its quality and characteristics, while facilitating high-precision analysis and integrated use of diverse satellite datasets.


Through this technology development, the five organizations—New Space Intelligence Inc. (NSI), the Remote Sensing Technology Center of Japan (RESTEC), PASCO Corporation, Axelspace Corporation, and Synspective Inc.—aim to strengthen the international competitiveness of domestically produced small satellite data, expand its utilization market, and contribute to solving global-scale societal challenges through the use of space technologies.



■ Roles of Each Organization

  • New Space Intelligence Inc. (NSI):

    Responsible for developing evaluation, calibration, validation, and correction methods for optical sensors (image quality).


  • Remote Sensing Technology Center of Japan (RESTEC):

    Serving as the lead research organization, responsible for overall project coordination, development of evaluation, calibration, validation, and correction methods, and establishment of an operational environment.


  • PASCO Corporation (PASCO):

    Responsible for developing evaluation, calibration, validation, and correction methods (geometric) and for establishing an operational environment.


  • Axelspace Corporation (Axelspace):

    Responsible for developing calibration and validation methods for optical sensors.


  • Synspective Inc. (Synspective):

    Responsible for developing calibration and validation methods for SAR sensors.

 

Note 1: “Development and Demonstration Environment for Satellite Data Utilization Systems (Commissioned Project)”This project aims to develop evaluation methods that enable satellite data users to centrally assess the quality and characteristics of diverse satellite datasets, allowing for effective and informed utilization.

Note 2:The initial contract period is from the contract date until the end of the fiscal year in which the first stage-gate evaluation is completed.
